How may the unemployment rate overstate the amount of joblessness? How might it understate it?

i don%26#039;t think unemployment claims could OVERSTATE the amount of people jobless.



it could UNDERSTATE them though because not everyone who is without a job can qualify to receive unemployment pay....

It understates it because it does not take into account the number of people who are no longer eligible for unemployment benefits.



The numbers are extracted from the number of applicants.

Also, foreign nationals do not count towards the number of unemployed, but are counted if they are employed. Students are not considered as far as I know, even if they are seeking full time employment, and part time employees may very well be seeking full time work (underemployed) but are also ineligible for unemployment benefits.
